The series of events that unfold unite Washington journalist Devon Briers with ex-CIA spy and now senator, Anthony Lawrence Tidwell, culminating in a mysterious voyage in the Caribbean.
Briers has reached a low point in his life as he tries to recover from a great personal loss, and finds himself drinking more and taking less and less interest in a job he once loved. But as he seeks to learn more about the unknown Orman, he is dragged into a web of intrigue as he prowls the dark world of informants and organized crime. His thirst for finding the truth is revived as he bonds with his new friend, Tidwell, and learns to love again with a woman whose life is jeopardized by the very people he seeks to uncover.
Although enjoying the laid back lifestyle of a U.S. Senator, at least relative to his CIA days, Anthony Tidwell is not completely enamored by the political scene. As the head of the nomination investigation committee, he has the power to impact the president's selection of Orman, a man he too knows little about. Yet unaware of Briers' efforts, he receives a business opportunity to head a new international consortium comprised of high technical companies when his term is up next year. When Briers interviews Tidwell to get his view on the Orman selection, things begin to heat up and as the two men share information, they both begin to suspect a close tie between the consortium offer, Orman, and a multi-billionaire, Vincent Sciori, a man known to have a strong connection to organized crime. Along the way, one death follows another as Briers and Tidwell get closer and closer to the truth.
In spite of the investigation, Tidwell decides to go through with a Caribbean cruise he and his wife had planned as a way to renew some of the romance that seemed to be slipping from their marriage. A member of Tidwell's staff has a friend who works in Orman's company and has access to some clandestine telephone recordings that could fill in all the blanks. The informant agrees to fly in to Miami and meet Tidwell just before he and his family board for their cruise.
Meanwhile, Briers stumbles upon a clandestine phone call. Sciori has learned of the tapes and the airport meeting and plans to eliminate Tidwell by putting a team on to the cruise ship. It's only after the ship departs from Miami that Briers learns of the threat on Tidwell's life and he makes a frantic attempt to reach the ship when it docks in Bermuda.
Briers now on board, the cruise ship stops at a deserted island for what is supposed to be a day of food and beach fun. It is here the political subterfuge is uncovered. But it takes Brier's knowledge and Tidwell's skills from the past to save the country from a fate that could threaten the very existence of American democracy.
